That's not been my experience. I find the AI rarely ever picks work ethic, even if I'm the last to get a religion it will usually still be available. Its generally one of the easier beliefs to get. Plus Byzantium gets an extra GPP from Holy Sites which makes them pretty good a picking up an early religion.Religious Unity only gives you an envoy when you convert a city-state the first time. You do NOT get a second envoy for completing a city state quest while that city state follows your religion.
